A coverage gap
Name the model and the jurisdiction. If no eligible endpoint exists, we will say so and record the request against the gap rather than promising a date.
A catalogue correction
Regions change, as do rates and release dates. If an entry is wrong, point to it and we will correct the entry and date the observation.

Tell us the request shape and the border it cannot cross. These messages guide what we write next.
