Transcription, OCR and thumbnail generation may use separate services with weaker region settings.
A single request fans out into several model calls, but review covers only the last one.
Media is often the building's most sensitive data and its least governed.
The approach
Transcription, OCR, captioning and vision calls use the jurisdiction decision for the originating request.
If the chosen model cannot serve a modality in-region, the request is refused rather than downgraded to a global endpoint.
Per-stage region records provide the media-handling evidence a review board asks for.
